Industry supervision from administrative license to record

According to the relevant provisions of the “Regulations on the Administration of Domestic Waterway Transportation”, newly established domestic waterway shipping agents should file with the department in charge of waterway transportation management of the municipal people’s government in the locality within 15 working days from the date of establishment of the enterprise. Enterprises engaged in international shipping agency business shall file with the Ministry of Transport within 30 days after opening for business premises certification documents and relevant personnel qualification certification documents (specifically implemented by the China Shipping Agency and NVOCC).

Failure to perform the filing procedures will be punished

According to Article 36 of the “Regulations on the Administration of Domestic Waterway Transportation Auxiliary Industries”, operators of waterway transportation auxiliary businesses who violate these regulations shall be ordered to make corrections by the waterway transportation management department of the people’s government at or above the county level where they are located, and shall be punished from 2,000 to 10,000 yuan Fines; if there are more than three violations of these regulations within one year, a fine of more than 10,000 yuan but less than 30,000 yuan shall be imposed.

At the same time, the port operator may not appoint a ship agent. If the port operator appoints the shipowner, operator, cargo shipper and consignee as an auxiliary waterway transportation business operator to provide services such as ship and waterway freight transportation agency, the county level The water transportation management department of the above people's government ordered to make corrections, and a fine of not less than 10,000 yuan but not more than 30,000 yuan shall be imposed on those who refuse to make corrections.
